IMPLEMENTATION OF KISHAU MULTIPORPOSE PROJECT

  • The project was declared a National Project in 2008. Its implementation has been pending for last 17 years.
  • The project has got live storage of 1561 Million Cubic Meter (MCM) of water which may resolve the problem of water shortage in Delhi by storing water behind its 232 m high Dam located in Uttarakhand and Himachal Pradesh. Water from the Dam can be released as per the requirement of Delhi.
  • Principal Secretary, PM Office, convened a joint meeting of Secretary, MoWR, Secretary, MoP, Secretary, Planning Commission and Chief Secretaries of Uttarakhand & Himachal Pradesh to expedite implementation of this vital “National Project” on 13.09.14 in New Delhi. In the meeting it was agreed that funding of 90% cost of power component also by Govt. of India shall be taken up on formation of Joint Venture by GoU & GoHP. After detailed discussion it was suggested that MoWR, RD&GR may move the necessary proposal for the consideration of the Cabinet. GoHP & GoU were asked to expedite the formation of Joint Venture.
  • As per the instructions, Joint Venture Company “Kishau Corporation limited” was registered under Companies Act, 2013 on 16 January 2017.
  • During a meeting held on 21.09.2018 under the Chairmanship of Principal Secretary, PM Office in the presence of Secretary, MoWR, Secretary, MoP, Chief Secretary of Uttarakhand & Add. Secretary of GoHP, it was decided that cost of the project should be worked out on the bearability principle. Accordingly, apportionment of cost done by MoWR using bearability method keeping tariff as Rs. 2.30.
  • The project is being implemented under 50:50 Joint Venture of Government of Himachal Pradesh (GoHP) and Government of Uttarakhand (GoU). Being a National Project, 90% of water component will be financed by Government of India (GoI) through Ministry of Water Resources.
  • Approval for signing of “Inter-state agreement for the construction of the Kishau Multipurpose Projects in Upper Yamuna Basin” among beneficiary States is under progress.
